Nehemiah 11:1-12

Ne 11:1

And the rulers of the people dwelt at Jerusalem: the rest of the people also cast lots, to bring one of ten to dwell in Jerusalem the holy city, and nine parts to dwell in other cities.

The rulers began to take their rightful place in Jerusalem since it was the capital city but as of this time there were not enough people living in it to keep the city running properly.  What they did was they went to those living in the outlying communities and cast lots resulting in bringing in one out of ten to dwell in the city for the purpose of keeping the city running properly.  The balance of the people remained outside the city, living where they settled by family name.

Ne 11:2

And the people blessed all the men, that willingly offered themselves to dwell at Jerusalem.

There were those who volunteered to live in the city and did not have to be chosen by lot.  These people were blessed or lauded by the people who knew they volunteered since they probably had a great desire to see Jerusalem prosper once again.

Ne 11:3

Now these are the chief of the province that dwelt in Jerusalem: but in the cities of Judah dwelt every one in his possession in their cities, to wit, Israel, the priests, and the Levites, and the Nethinims, and the children of Solomon's servants.

No longer was Judah looked upon as a nation but had been reduced to a province which was still under the authority of the king of Persia.  Then the people whose ancestors lived in the outlying cities around Jerusalem went to live there and claim those areas for their family possessions.  Israel is mentioned as those who were the stock of Israel by means of being listed in the register.  Then the temple workers lived in their particular parts of the city and the outlying cities and when it was time for them to perform their temple duties, they would come into the city.

Ne 11:4

And at Jerusalem dwelt certain of the children of Judah, and of the children of Benjamin. Of the children of Judah; Athaiah the son of Uzziah, the son of Zechariah, the son of Amariah, the son of Shephatiah, the son of Mahalaleel, of the children of Perez;

The tribes of Judah and Benjamin were in the south, in the same area.

(Nehemiah 3:15)

And among the sons of the priests there were found that had taken strange wives: namely, of the sons of Jeshua the son of Jozadak, and his brethren; Maaseiah, and Eliezer, and Jarib, and Gedaliah. (Ezra 10:18)

And after him Gabbai, Sallai, nine hundred twenty and eight.

Ne 11:9

And Joel the son of Zichri was their overseer: and Judah the son of Senuah was second over the city.

Joel was made to be chief governor over the city and Judah was made the deputy governor of the city.  Joel was probably the chief magistrate since Nehemiah was still the Tirshatha in charge.

Seraiah the son of Hilkiah, the son of Meshullam, the son of Zadok, the son of Meraioth, the son of Ahitub, was the ruler of the house of God.

And Ahitub begat Zadok, and Zadok begat Shallum, (1 Chronicles 6:12)

Ne 11:12

And their brethren that did the work of the house were eight hundred twenty and two: and Adaiah the son of Jeroham, the son of Pelaliah, the son of Amzi, the son of Zechariah, the son of Pashur, the son of Malchiah,

And Adaiah the son of Jeroham, the son of Pashur, the son of Malchijah, and Maasiai the son of Adiel, the son of Jahzerah, the son of Meshullam, the son of Meshillemith, the son of Immer; (1 Chronicles 9:12)

The 822 did the work of the house of God which would have been all the work which pertained to the temple service according to their order.
